Environmental Health Bill, 2026

Overview

This legislative package modernises the Cayman Islands’ environmental health legal framework by establishing dedicated environmental health legislation. Environmental Health was formerly encapsulated within the Public Health Bill. This Bill demonstrates the importance of environmental health in the Cayman Islands by establishing a stand-alone legislation, the administrative framework required for the enforcement of fees and penalties, protecting the health of the population and improving the safety of the places we live, work and share, through prevention, preparedness, and enhanced enforcement.

The Bill seeks to:

  • Establish dedicated legislation for environmental health;
  • Strengthen enforcement powers for the Department of Environmental Health
  • Define potentially hazardous trades
  • Improve safety standards and provide clarity for businesses
  • Enhance the Cayman Islands’ ability to prevent, detect and respond to air, water and noise/vibration concerns and nuisances and emergencies;
  • Support the delivery of high-quality, data-driven environmental health services.

Why This Matters

  1. Modernising legislation: This Bill establishes the Cayman Island’s first dedicated standalone Environmental Health Bill. The Bill brings Cayman’s environmental health laws up-to-date to meet today’s challenges and tomorrow’s needs.
     
  2. Promoting safer communities: The Environmental Health Bill 2026 helps keep the places where we live, work and gather safe, healthy and fit for everyone.
     
  3. Empowering the Department of Environment: The new Bill gives the Department of Environmental Health (DEH) the modern tools it needs to educate, enforce and act when public health is at risk.
     
  4. The Bill is built on three principles: prevent harm, protect people and build public confidence
     
  5. Better decisions through better data: The new framework will strengthen the collection, analysis and use of physical, chemical and biological environmental health data, enabling evidence-based decisions, better planning and more effective programmes.
     
  6. Better prepared for future threats: The proposed legislation strengthens the Cayman Islands’ ability to prevent, detect and respond to emergencies while supporting a balanced and proportionate approach to protecting the public.

Residents, businesses, students, community organisations and other stakeholders are invited to review the proposal, attend town hall meetings and stakeholder sessions, and provide feedback before the legislation is finalised.
