Health Practice (Amendment No.2) Bill, 2026

Overview

The Health Practice (Amendment No.2) Bill strengthens the governance of health professional regulations by improving how Professional Councils operate, while maintaining accountability and high standards of patient safety.

The Bill also supports the transition of the Ruth Eleanor School of Nursing to local oversight under the Cayman Islands Nursing and Midwifery Council.

Why It Matters

  1. Strengthening professional regulation: The Health Practice (Amendment No.2) Bill strengthens the governance of professional regulation by enabling Professional Councils to establish sub-committees that support them in carrying out their statutory responsibilities more effectively.
     
  2. Building on previous reforms: The Bill builds upon the Health Practice (Amendment) Act, 2026 by strengthening the governance framework required for Professional Councils to deliver their responsibilities efficiently.
     
  3. Supporting local nursing oversight: One of the first practical applications of the legislation is the Cayman Islands Nursing and Midwifery Council establishing an education subcommittee to support the oversight transition of the Ruth Eleanor McLaughlin School of Nursing.
     
  4. Strengthening local regulatory capacity: The establishment of an Education Committee will support oversight of curriculum development, programme quality, student enrolment and licensing examinations while maintaining high professional standards.
     
  5. Consultation and collaboration: The Government is committed to consulting with regulated health professionals, educators, stakeholders and the wider community to ensure the legislation is practical, effective and supports a modern healthcare regulatory system.

Residents, healthcare professionals, businesses, community organisations and other stakeholders are invited to review the proposal, attend town hall meetings and stakeholder sessions, and provide feedback before the legislation is finalised.
