Tobacco (Amendment) Bill, 2026

Overview

The Tobacco (Amendment) Bill, 2026 will give the Government the legal framework needed to protect children and young people against the harms of vaping and to protect the environment against the harms of disposable vapes.

Why It Matters

  1. This Bill is about protecting public health, especially our young people, while ensuring clear responsible regulation of vaping and nicotine products.

  2. The proposed age restriction reflects a strong commitment to protecting young people from early exposure to harmful substances and lifelong addiction.

  3. Disposable vapes contribute to litter and electronic waste due to their single-use design. Removing them from the market will help to reduce their environmental impact, while supporting broader public health objectives.

  4. Disposable vapes contain lithium batteries that can spark fires when disposed of at landfill sites, posing risks to waste management workers, infrastructure, and the environment. Phasing out disposable vapes will help reduce these preventable fire hazards.

  5. The proposed amendments reflect the Government’s commitment to protecting both people and the environment by addressing youth vaping and reducing environmental harms associated with vapes.

  6. Early intervention through legislation is critical to reversing emerging trends of nicotine usage.

Residents, healthcare professionals, businesses, community organisations and other stakeholders are invited to review the proposal, attend town hall meetings and stakeholder sessions, and provide feedback before the legislation is finalised.
